Anna Maria Poggi

Anna Maria Poggi is Full Professor of Constitutional Law at the University of Turin. She is the author of nine monographs and more than 250 academic publications on the judiciary, regionalism and federalism, institutional and constitutional reforms, and social rights, with particular focus on education and healthcare. Among her most recent publications on welfare is Per un “diverso” Stato sociale. La parabola del diritto all’istruzione nel nostro Paese (Il Mulino, 2019).

Member of the editorial boards and scientific committees of several national and international academic journals in her fields of research (including Estudios sobre Educación, Revista Semestral del Departamento de Educación, Universidad de Navarra; Rivista di Biodiritto; Federalismi.it; Rassegna di Diritto Pubblico Europeo; Diritti Regionali; Corti Supreme e Salute; Revista de Derecho Político).

Speaker at numerous national and international conferences.

Former Dean of the Faculty of Education at the University of Turin; former Vice-Rector with various institutional responsibilities; former Coordinator of the PhD Programme in Rights and Institutions; currently President of the Master’s Degree Programme in Law.

She has held numerous institutional appointments, including:

  • Representative of the State–Regions Conference on the Ministerial Commission responsible for drafting the Italian Cultural Heritage Code (the so-called Urbani Code); Coordinator of the Expert Group of the National Technical Committee for the implementation of Title V of the Italian Constitution in the field of education and vocational training (appointment of 9 May 2007);
  • Member of the Commission of Experts appointed on 4 June 2013 by Prime Minister Enrico Letta to develop proposals for constitutional reform and related electoral legislation;
  • Member of the “Site 1 – Teachers” Working Group, appointed in 2014 by the Minister of Education, Universities and Research to develop proposals on the recruitment, training and professional development of school teachers;
  • Member of the Ministerial Commission on Territorial Reorganisation established within the Presidency of the Council of Ministers (January 2015);
  • Member of the Commission responsible for drafting the Code of School, University, Higher Artistic, Musical and Choreutic Education, and Research Legislation, established by decree of the Ministry of Education, Universities and Research on 21 November 2018;
  • Member of the Working Group on Gender Balance in Institutional Representation, appointed by decree of the Minister for Equal Opportunities on 22 April 2021;
  • Member of the Commission on Differentiated Regional Autonomy, appointed by decree of the Minister for Regional Affairs and Autonomies on 25 May 2021.
